Chapter One
GENERAL
Art. 1. The following Regulations regulate the specific terms and conditions regarding the functions, procedures, guidelines and structure of St. George International School and Preschool (referred to as the "School"), the organisation of the educational process, the rights and obligations of teachers, students and employees in the School. The Regulations have been developed on the basis of Article 263, paragraph 1, item 2 of the Preschool and School Education legislation and are based on the Constitution of the Republic of Bulgaria, the applicable legislation related to the state educational standards, the Child Protection legislation, the Discrimination legislation, the Code of Labor and the related regulations and documents regarding to school education.
Art. 2. (1) The Regulations shall be applied and mandatory for the entire school community – the management, the employees (pedagogical and non-pedagogical specialists), the students and the parents/guardians of students in “St. George International School and Preschool”, as well as for external visitors on the premises of the School.
(2) On the basis of these Regulations, during the school year, the Governor of "St. George International School and Preschool" and the Head of School may issue orders, instructions, policies and procedures for regulation of specific pedagogical and structural-organisational situations.
(3) School policies and procedures in individual areas shall be an integral part of these Regulations as respective annexes. The annexes are issued in accordance with the regulations for secondary education and can be updated by the School Management if necessary.
(4) The Regulations may be updated in case of need, as well as in case of significant changes in laws and regulations for the education system in the Republic of Bulgaria, which shall be applied from the beginning of the next school year.
Chapter Two
GENERAL PROVISIONS
Art. 3. (1) The School is: “St. George International School and Preschool”, found by Order № РД - 14-99/18.06.2004 of the Minister of Education and Science, re-registered by Order № РД14 - 37/28.03.2017 of the Minister of Education and Science.
(2) The School has acquired the status of a legal entity based on the announcement of the order under Para. 1 in “The State Newsletter” №. 58/2004. In 2017 “St. George International School and Preschool” is registered in the Trade Register at the Registry Agency and with ЕИК 204426056, in accordance to the regulations of §16 of the Law of Preschool and School Education, and by Order № РД14-37/28.03.2017 of the Minister of Education and Science, “St. George International School and Preschool” is registered in the General Register of Institutions of the Ministry of Education and Science.
(3) The School, according to Art. 28, Art. 33 and Art. 34 of the Law of Preschool and School Education, owns:
Name – “St. George International School and Preschool”; Official address – Sofia. Sofia, Lozenets District, blvd. "N. Y. Vaptsarov" №47; Official stamp; School flag with the symbol of the School; Anthem of “St. George International School and Preschool”; The school management encourages the use of specific initials which aims to confirm the members of “St. George International School and Preschool” community. The specific initials are defined and approved by the Governor of the School. Art. 4. (1) “St. George International School and Preschool” shall be an educational institution in the system of school education.
(2) The School has a twelve-years period of education and has the legal right to issue a certificate of completed grade, a certificate for completion of primary stage, a certificate for completion of lower secondary stage, a certificate for completion of upper secondary stage and a diploma of secondary education.
(3) The School shall provide education of children who have reached the age of 7 years in the first grade.
(4) The School shall provide bilingual education in all subjects, in "Activities of Interest" and "Extracurricular Activities" in English.
(5) The School shall hold standardised tests to establish the learning progress of the students.
Art. 5. The standard for definition of the terms and conditions for admission of students who have been issued documents for completed class from schools in foreign countries or from other schools in the Republic of Bulgaria, as well as of students who are foreign citizens under the international framework, is in accordance with the State Educational Standards of the Republic of Bulgaria.
Chapter Three
SCHOOL EDUCATION
Section I
Student Admissions
Art. 6. (1) The admission of students for “St. George International School and Preschool” shall be regardless of their race, religion, nationality, ethnic origin or gender, in accordance with the procedure described in detail in the Application and Admission Procedure (Appendix № 1).
(2) The admission of students shall be made as follows:
Submission of an online application form through the website of “St. George International School and Preschool” /template/; Defying the level of knowledge for the respective stage, learning abilities, socialization, adaptation in a group, defying the level of proficiency in Bulgarian and English; Individual meeting of the parents with the Manager admission and communications and/or with the Governor of the School; Making a decision for admission; Providing full medical information about the health status of the candidate with a Health Declaration template of the School, with medical documents issued by the pediatrician of the student, confirming his/her health status and prescriptions for each disease specified in the declaration if any; Signing contract; Specific terms in regards to the procedure of admission of students are described in Appendix № 1 and the School has the right to make changes of the procedure at any time. (3) The School shall notify the parents/guardians of currently enrolled students who would like to continue their education at “St. George International School and Preschool” whether it will offer a place to the student for the next school year by the end of May.
Art. 7. (1) The admission of scholarship students shall be made according to the decision of the Governor of the organisation, as follows:
Pre-selection: submitting and overview of documents; Taking written exams; Interview - for students who have successfully passed the written exams. (2) The admission procedure of scholarship students is described in detail in Appendix № 2, an integral part of these Regulations.
Art. 8. (1) For the 2024/2025 school year, all parents/guardians shall submit the following documents to their children at the beginning of the school year:
Personal health and prophylactic card; Copy of the immunization passport; A medical note that the student is clinically healthy; Immunizations, according to the immunization schedule; Personal number of a foreign citizen, if there is no personal identification number; Copy of birth certificate (for verification). (2) When a student is admitted during the school year, the documents under Para. 2 shall be submitted within three working days after the enrollment.
(3) For students who have studied in other schools, a certificate of completed grade, a certificate of transfer from the school and a copy of the personal educational file from the school where they have studied shall be submitted. Ordinance № 11/2016 applies for assessment the results of the education of the students on the terms and conditions for recognition of completed periods of education, the stages of education and professional qualification acquired during education in schools of foreign countries or in schools part of the European Schools system, and equalization of the grades obtained.
Art.9. (1) The student is enrolled in the School and is registered in the official book of records, in the class diary and in the electronic information platform of the Ministry of Education and Science after: official letter for enrollment, signing contract with the School, deposit payment, paid tuition fee (or first installment) and other payments due.
(2) The entry under Para. 1 in the book for those subject to compulsory education and in the class diary shall be carried out by the class master. The entry in the electronic information platform of the Ministry of Education and Science shall be made by the official appointed by an order.
(3) Upon termination of the contract with St. George International School and Preschool, the responsible official shall issue a certificate for transfer of the student.
Section II
School education
Art. 10. (1) According to the level of provided education, St. George International School and Preschool is a secondary school.
(2) The general education is separated in two stages: primary and secondary.
(3) Primary stage – from I to IV grade inclusive;
(4) Lower secondary stage – from V to VII grade inclusive.
(5) Upper secondary stage – from VIII to X grade inclusive.
(6) Sixth form – from XI to XII grade inclusive.
Art. 11. (1) According to the school academic system, the education provided is general.
(2) General education is defined as a program that develops students' general knowledge, literacy, skills, and competencies.
Art. 12. (1) General education covers the following competences:
knowledge in Bulgarian language; skills for communication in foreign languages; general knowledge in mathematics and in science and technology; digital literacy; learning skills; social and civil knowledge; initiative and organizational skills; cultural knowledge and skills for expression through creativity; skills to support sustainable development and for a healthy lifestyle and sport. (2) General education is acquired through general subjects.
(3) The objectives, content and characteristics of the general education, as well as the general subjects under Para. 2 are determined regarding the legislation of general education, determined by Ordinance No. 5/2015. for general education.
Art. 13 . (1) The additional education covers knowledge for developing and improving different areas from the general education.
(2) The extended training shall be acquired through the study of general education subjects from the general education training, intended for study in the process of school education.
(3) The subjects through which the extended training in the school is acquired shall be determined by the school curriculum depending on the interests of the students and the capabilities of the school.
(4) The content of the extended training in the respective subject for the respective grade shall be determined by curricula approved by the school principal.
Art. 14 . (1) The additional training shall include competencies that meet the interests of the students and support the development of their talents.
(2) The subjects, modules and activities through which the additional training is acquired shall be offered by the school depending on its capabilities, shall be chosen by the students according to their interests and shall be determined by the school curricula.
(3) The content of the additional training shall be determined in curricula approved by the Head of school.
Section IV
School curriculum
Art. 15. (1) At the beginning of each school year, the Head of School shall approve the school curriculum for each class. The structure of the school curriculum shall include three sections:
Section A – compulsory school lessons for general education; Section B – elective classes for additional training; Section C – optional classes for the additional training. (2) The school curriculum includes one lesson for organizing and conducting sports activities, as well as one lesson for each class weekly, which can be held in two following lessons depending on the needs of the students.
(3) In Primary stage stage (I grade - IV grade) the preparation for each subject should be made for the compulsory school lessons, elective lessons and the optional school lessons;
(4) In the Lower Secondary stage (V grade - VII grade) the preparation for each subject should be made for the compulsory school lessons, elective lessons and the optional school lessons;
(5) In the Secondary stage (VIII grade - XII grade), the preparation for each subject should be made according to the school curriculum in accordance to a Curriculum of Appendix № 7 of Ordinance № 4/2015. for the curriculum.
Art. 16. The compulsory school lessons and the General preparation provide the base minimum of the general education.
Art. 17. The elective lessons provide knowledge and skills at a higher level in the subjects of the cultural and educational areas in accordance with the individual interests and capabilities of the students.
Art. 18. Optional school hours provide training in subjects from cultural, educational and other areas and activities offered to students for choice.
Art. 19. (1) The curricula for the Elective Lessons and the Optional Lessons for Grades I - IV, for Grades V - VII and for Grades VIII - XII shall be approved by the Head of school, as well as the extracurricular activities from daily organisation of the school day.
(2) For all grades from I to VII grade, the organisation of the school day shall be full day within the meaning of Article 20, paragraph 1, item 2 of Ordinance № 10 on the organisation of activities in school education: combining the general education according to the school curriculum, self-preparation, sports activity and free time and extracurricular activities.
(3) The curricula in English, Mathematics and Science for Cambridge Checkpoint Examination for Grade IV and VII, as well as for subjects for preparation for the exam for IGSCE and A-Levels certificate shall be conducted according to the Cambridge International Education Standard.
Section V
Organi s ational forms of education
Art. 20 . (1) St. George International School shall organise and conduct education in daily, individual and independent form of education.
(2) The daily form of education shall be in person and shall be held on the official school days from Monday to Friday according to a daily regime approved by an order of the Head of school, according to Appendix № 2, an integral part of the current Regulations.
(3) The organisation of the daily form of education, as well as the conditions and procedure for transition from one form of education to another, shall be regulated by the state educational standard for the organisation of activities in school education.
(4) The assessment in the daily form of education shall be carried out under the conditions and in accordance with the procedure of the state educational standard for assessment.
(5) The individual form of education shall include individual teaching hours and ongoing assessment or examinations for determining a term or annual assessment.
(6) The individual form of education may be organised for:
regarding medical reasons of the student, certified by a medical document issued by the relevant expert medical commission, defined in the Health Act, and cannot learn in daily, evening or combined form for more than 30 consecutive school days; family reasons for students who would like to complete their education for one or more grades in different terms; students with outstanding talents; students with special educational needs. (7) The Head of school shall approve an individual curriculum.
(8) The structure of the individual curriculum of the students under Para. 6, item 4, as well as the conditions and procedure for approval shall be determined by the National Educational Standard for inclusive education.
(9) For the education in an individual form of education, a weekly timetable shall be prepared on the basis of the individual curriculum, which shall be approved by the Head of school.
(10) The students under Para. 6 shall be enrolled in a certain class.
(11) Individual classes shall be held at the school. In the cases under Para. 6, item 1, when the student cannot attend the school, the classes shall be organised in an online electronic environment, at home or in hospital conditions, and in the cases under Para. 6, item 4 - and to a center for support for personal development.
(12) For the students under Para. 6, items 2 and 3, the lessons of the individual lessons from individual curriculum can be organised within several school weeks.
(13) The examination sessions shall be held in accordance with the requirements of Ordinance No. 11/2016. for evaluating the assessment of students in an individual form of education.
Art. 21. (1) The self - study form of education shall be carried out in accordance with the requirements of Art. 37 of Ordinance № 10/2016 of the Ministry of Education and Science on the organisation of activities at school – of students who have reached the age of 16, as follows:
(2) For enrollment in a self-study form of education or for changing the daily form to self-study form of education, the student shall submit an application to the Head of school before the beginning of the school year.
(3) The application for enrollment in self-study form of education of students who have reached the age of 16 may be submitted before the beginning of the school year and during the academic year up to 20 days of school days before the examination session specified in the current Document.
(4) For enrollment of the student in a self-study form of education, the Head of school shall issue an order.
(5) The change in the form of education of the student shall be registered in the specific section of NEISPUO within the specified period.
(6) In the self-study form of education, the student shall choose a curriculum from the approved curriculum.
(7) The examinations for determining the annual assessment of students in self-study form of education shall be organised and conducted in accordance with the requirements of Ordinance No. 11/2016. for assessment of the learning outcomes of students in the self-study form of education, as follows:
First session - February 2025
Second session - June 2025
Additional session – July 2025
(8) For students who have reached the age of 16, learning for the completion of two classes in one year shall be allowed, if they have stated their desire when submitting the application. They take examinations for the next grade only if they have successfully passed all the examinations provided for the completion of the previous grade.
(9) Successful graduates of XII grade shall take State matriculation examinations in Bulgarian language and literature and in a chosen subject of compulsory preparation.
(10) When the school organizes education in accordance with Art. 40a, para. 3 and 4 of the Law on Preschool and School Education, a student who is learning in a self-study form under para. 2, items 1 – 3 of the Law on Preschool and School Education, can, if desired, observe a lesson by their choice, without interacting with the teacher and the other students.
Art. 22 . Online education in an electronic environment is carried out in accordance with the regulations.
Art. 23. (1) St. George International School and Preschool provides education for children and students according to Cambridge International Education Standard, in accordance with Art. 301 of the Law on Preschool and School Education.
(2) The organisation of the education shall be in person and shall be conducted on school days from Monday to Friday between 8:30 a.m. and 3:45 p.m. according to a daily regime approved by an order of the Head of School.
(3) The assessment under this program shall be carried out under the terms and conditions of Cambridge International Education.
(4) Students enrolled according to the CIE and after successfully passing the examinations shall receive IGSCE and A-Level certificates.
Art. 24. (1) School education shall be organised from 1st to 12th grade.
(2) The grades shall be marked by Roman numerals in ascending order.
(3) The class distribution from each grade shall be marked with the letters of the Bulgarian alphabet, which shall be placed after the grade number. The distribution of students in preparatory groups and by classes are organised by the individual interests, capabilities, achievements and psycho-emotional characteristics of each child, forming balanced groups in order to provide a creative, calm, supportive and oriented environment towards achieving lasting knowledge and skills.
(4) The number of students in grades by classes shall be as follows:

(5) In primary, lower secondary and upper secondary stages, when the number of students decreases below the minimum, the class shall be disbanded and the students shall be distributed to another class of the school.
(6) The reorganisation of the class shall be registered in List Form 1 in NEISPUO within the specified regulatory period.
(7) Depending on the number of students and the specifics of the subject and after a decision of the Head of the School, the class may be divided into two groups, groups of different classes or grades and individual education may be organised.
Art. 25. (1) The academic year shall have a duration of 12 months.
(2) The school year shall begin on September 15th and the distribution of the school schedule shall be organised in accordance with the requirements of Ordinance No. 4 of 30 November 2015 on the curriculum and Ordinance No. 10 of 01.09.2016 on the organisation of activities in school education.
(3) In case the day under Para. 2 shall be a non-working day, the school year shall begin on the first following working day.
(4) Up to two weeks before the beginning of the school year and/or up to two weeks after the end of the second term, the school shall organise project-oriented activities for the students.
(5) The school shall hold annually non-curricular, Days of Knowledge that are in-person, in which the cognitive and creative abilities and interests of students are developed through projects and other activities.
(6) The school organises and conducts activities with charitable purpose for the implementation of its consistent policy for Civil education and Forest school in accordance with the program.
Art. 26. (1) At the beginning of the school year, the Head of school shall approve by order the class masters.
(2) The class masters shall organise and conduct the tutor time, extracurricular activities with the students and is responsible for the mandatory school documentation for the respective class, in accordance to an order of the Head of school.
Section VI
School and non-school days
Art. 27. (1) The school year shall be organised in two school terms, according to an order by the Minister of Education and Science for the school and non-school days.
(2) The school terms and their duration, the duration of the school week, the duration of the school lessons, as well as the vacations shall be determined by the state educational standard for the organisation of activities in school education.
(3) The duration of the online lessons during synchronized online form of education and in electronic environment should not exceed:
twenty minutes – for primary stage; thirty minutes – for lower secondary stage; forty minutes – for upper secondary stage. (4) In case of non-synchronized online form of education and in electronic environment the lessons should not exceed the duration of the lessons in the daily timetable.
(5) In St. George International School and Preschool all students from I to VII grade are included in the full time organisation of the school day, which allows the application of the provision of Art. 7, para. 9 of Ordinance No. 10/2016. for the organisation of school education for the duration of the school lessons of 40 minutes for VIII – XII grades.
(6) In case of unforeseen circumstances, the duration of each lesson may be reduced to 20 minutes by an order from the Head of school.
(7) The Head of school may also reduce the duration of the hours for self-preparation, activities by interest and wellness and sport activities in case of full time organisation of the school day.
(8) In the cases under Para. 7 and Para. 8 above, the Head of school shall notify the head of the regional department of education by the end of the school day to which the reduction relates and shall establish an organisation for notifying the parents of the students and for providing transport for the traveling students.
(9) At the beginning of each school day, the class master shall register the students within 10 minutes, including at the beginning of each school lesson, and shall check the delay and/or their attendance.
(10) During the tutor time, the teachers from I - XII grades shall organize appropriate for the age lessons with the students on safe road traffic.
Art. 28. (1) During each school year, students shall use autumn, Christmas, mid-term, spring and summer vacations, determined by an order of the Minister of Education and Science, and included in the annual calendar plan of the school.
(2) The Head of school shall determine school days for non-school or non-school days – for school days, if there is an order issued by the Minister of Education and Science, the mayor of the district or the mayor of the region.
(3) The Head of school may declare up to three school days in one school year to be non-school days, but attendance.
(4) In case of changes of the official non-working days in accordance to Art. 154, para. 2 of the Labour Code, the announced non-working days are non-school days for students, respectively the announced working days are school days, except when students are on vacation.
Art. 29. (1) The weekly timetable shall comply with the requirements of Ordinance No. 10 of 2014 of the Ministry of Health regarding the health requirements for the preparation and following the weekly timetables, with the psycho-physiological capabilities of the students and the goals and tasks related to the implementation of the different types of activity by the students and shall be approved by an order of the Head of school and the Head of of SRZI, no later than 5 days before the beginning of each school term.
(2) The Head of school shall provide the parents with the weekly timetable not later than 3 days before the beginning of each school term.
Art. 30. At the beginning of the school year, the Head of school shall approve by order and notify the parents about the schedule of school schedule, public holidays defined in normative acts, school trips and non-school days.
Art. 31. (1) The breaks between the lessons shall be organised with spending time outside which is obligatory (depending on the weather conditions), accompanied with teachers on duty, in addition to those on duty from the schedule inside the classrooms and other premises.
(2) The duty for the above activities shall be organised for each school term according to a daily and weekly schedule, prepared by the coordinator for the respective stage.
(3) In order to create an optimal learning environment and for the normal course of leisure time and breaks between the lessons of students, within the school day a teacher coordinator for the respective stage shall prepare schedules with a clear distribution of the responsibilities of staff and teachers on duty.
Art. 32. (1) For the children from the school, during the school year and if possible, a Forest and/or trips and camps shall be organised during the holidays, in compliance with the requirements of the Ordinance on children's and students' tourist trips with a total price, initiated by the institutions in the school education system.
(2) The amount for the organisation of the Forest schools, trips and camps shall not be included in the "Tuition" fee and the parents/guardians shall pay additionally the costs of transport, food, accommodation and others.
(3) The school also organises "Activities of Interest" /GI/, ensuring the expansion and deepening of the basic knowledge and skills of the students, in accordance with the requirements of the Ordinance on Inclusive Education.
Section VII
Assessment of students' learning
Art. 33 . (1) Assessment of the results of the students learning outcomes on all subjects or modules from the general education, the additional and profiled education and marking the current, term and annual grades.
(2) For stage completion, final grades in subjects shall also be formed.
(3) The materials used for exams and the rules for assessment of the current examinations shall be prepared by the respective teacher in order to establish the results, determined by the annual distribution on a separate topic or multiple topics.
(4) The materials used for exams and rules for assessment of the examinations shall be prepared in order to establish the results, determined by the curriculum on the subject for a certain grade and shall be approved by the Head of school.
(5) The evaluation criteria for the subjects for each grade shall be announced on the school's website.
Art. 34. (1) The main objectives of the assessment shall be:
1.assessment of the individual achievements and progress of the student and determination of his/her learning needs and areas in which he/she needs support;
monitoring of the educational process for the implementation of policies and measures aimed at improving the quality of education. (2) Forms of assessment - formative and generalizing:
Formative assessment shall be used to provide ongoing feedback that can be used by students and teachers to improve teaching and learning. Formative assessment can form the basis of the overall assessment. Examples of formative assessment – test, oral exam, work during a lesson, project, which indicate that the student is making progress or has certain difficulties. Summative assessment is a form of formal testing and is a necessary part of student learning. It is a comprehensive assessment of the student and can be carried out in many forms, for example: through an exam, a project, verbal or through written work. It should lead to a final grade, aiming to assess students' knowledge on the basis of a reference standard or benchmark (that is in line with the defined standards of education). A summative assessment gives teachers, students, and their parents the opportunity to understand how well a student has understood certain topics taught in a certain period of time. (3) Teachers enter the data from the formative and summative assessment through an electronic platform. This enables the teaching staff to track the progress of all students appropriately.
(4) Evaluation of the efforts made - when evaluating the achievement, an assessment of the efforts must also be made, according to the following criteria:
Evaluation Grade criteria A Outstanding effort. Exceptional. The student has clearly dedicated an extraordinary amount of effort towards this piece of work. B Good effort. The student has clearly shown that they have put a sensible amount of effort into their work. C Satisfactory effort. The student has put an acceptable amount of effort into their work. No more, no less. D Poor effort. The student has put an acceptable amount of effort into their work and this is preventing success at fully achieving the learning objectives. E Unacceptable. The student has put little or no effort into their work, and this having a serious effect on their ability to achieve the learning objectives.
Art. 35 . (1) Depending on the assessor, the appraisal may be:
internally – when the assessment is given by the respective teacher; external – when the assessment is made by a committee or by a person other than the respective teacher. (2) Depending on its function, the grade may be:
current assessment – establishes the degree of achievement of the specific learning objectives and provides information about the learning outcomes of the student; term assessment – at the end of the school term marking has a generalizing nature for the results of the student's training in the subject and/or module during the respective period; annual assessment – at the end of the school year marking has a generalizing character for the results of the student's education in the subject and/or module during the school year; final assessment – it is formed at the end of a stage of the level of education and has a generalizing character for the results of the student's learning in a given subject and/or module during the respective stage. The grade that is given after passing an exam is also final only in cases where it is not Weak (2).
Section VIII
Current examination
Art. 36 . (1) The assessment shall be carried out through ongoing tests, which shall be entered into the Shkolo electronic platform.
(2) The current examinations shall be carried out in the process of school education, rhythmically and systematically during the first and second school term. They are a tool for feedback and motivation to learn. As a result of the ongoing tests, current assessments are made, on the basis of which term or annual assessments are formed. The results are recorded in an electronic platform and in all documentation, according to Bulgarian legislation, which allows for quick and easy monitoring by teachers.
(3) Within three weeks from the beginning of the school year, the entry level of the students in the subjects or modules that they have studied during the previous year in the compulsory school lessons shall be established through a current examination.
(4) The current test under Para. 3 has a diagnostic function in order to identify the deficits and take measures to overcome them. Current grades can be formed using a variety of grading techniques, including: oral exams, written exams, drafting, homework, lesson preparation. The techniques listed above are determined by each teacher, in accordance with the specifics of each subject.
(5) Two weeks before the annual assessment of the subjects in which no class work is carried out and no external assessment is conducted, an ongoing test shall be conducted to establish the initial level of the students.
(6) No grades shall be given in the subjects, modules or activities in the optional classes of the school curriculum, as well as in the activities of interest. In case they are placed (current, but also urgent), they are only for the information of parents/guardians about the progress of students.
Art.37 . (1) The minimum mandatory number of ongoing examinations in a subject or modules for each academic term shall be:
two ongoing examinations in subjects or modules, studied according to a school curriculum with up to two academic hours per week; three ongoing examinations in subjects or modules, studied according to the school curriculum with 2.5 – 3.5 academic hours per week; four ongoing examinations in subjects or modules, studied according to a school curriculum with 4 or more academic hours per week; Art.38. (1) Class work shall be organised for the whole class, in which the results achieved by the students after the completion of the training on the completed part of the educational content in the subject shall be assessed.
(2) The written examination shall be conducted for no more than one school hour.
(3) The teacher shall carry out an ongoing weekly check of the students' knowledge in all subjects.
(4) The evaluated written works under Para. (3) shall be sent for signature by the parent at the end of the current school week and shall be returned at the beginning of the next one.
Art.39. (1) Class work shall be a group written examination, in which the results achieved by the students in the subject at the end of the school term shall be assessed.
(2) Class work shall be conducted on:
Bulgarian language and literature and mathematics - in the lower secondary stage and in both stages of secondary education; foreign languages - in both stages of secondary education; (3) Class work shall be conducted for one academic hour.
(4) The class work in Bulgarian language and literature and in a foreign language for training for the acquisition of general education and specialized training and the class work in mathematics for training for the acquisition of specialized training shall be conducted in two consecutive hours.
Art. 40. (1) The written examinations shall be corrected and reviewed by the teaching teacher and shall be returned to the students for familiarization with the results and for signature by the parent.
(2) The evaluator shall analyze and summarize the results of the control and class works, and within one week after their conduct, shall notify the students of the conclusions made.
(3) The written examinations shall be kept by the teacher until the end of the school year.
(4) On the days determined by an order of the Minister of Education and Science for conducting a National External Assessment for students from IV and VII grades, written examination and tests in other subjects for these grades shall not be conducted.
Art. 41. (1) The written examinations shall be carried out according to the schedule in compliance with the following requirements:
for a class, no more than one written examination may be carried out in one school day; for the same class in one school week no more than two written examinations may be conducted; no written examination shall be conducted in the last week of the school term; (2) The schedule for the written examinations shall be prepared by the class masters/Head of "Primary Stage" and Head of "Secondary Stage", approved by the Head of school at the beginning of each school term and reflected in the electronic platform Shkolo.
Section IX
Term, annual and final assessment
Art.42. (1) The term assessment shall be formed by the teacher, taking into account the competences of the student on the educational content in the respective subject or module studied during the school term for the acquisition of general education, extended and profiled training.
(2) For the subjects studied in grades I - III, no term grade shall be formed.
(3) A term assessment shall also not be formed in the case of individual form of education of students with special educational needs in the subjects in which the assessment is with the qualitative grades.
(4) For students in primary stage who have received a qualitative assessment that shows serious gaps and the need for support, or a term grade of poor (2) in a certain subject, additional training under Art. 178, para. 1, item 2 of the Law on Preschool and School Education according to a schedule approved by the Head of school.
(5) A term assessment shall not be made without the minimum number of ongoing tests. In this case, the student takes an exam to determine a term grade.
(6) The term assessment shall be formed on the basis of the instructions in the curricula in the subjects of the Ministry of Education and Science.
(7) A term grade in the subject of physical education and sports shall not be formed for students who have been released from studying it for health reasons, if the duration of the exemption does not allow the implementation of the minimum mandatory number of ongoing examinations. In this case, against the subject in the school documentation, "released" is recorded.
(8) The term assessment shall be scheduled not earlier than one school week and not later than two school days before the end of the respective school term.
Art.43. (1) The annual assessment shall be formed by the teacher in the respective subject or module, taking into account the achieved competencies of the student on the educational content studied during the school year for the acquisition of general education, extended and profiled training.
(2) For a subject which, according to the school curriculum, is studied only during one of the terms, an annual grade shall be formed on the basis of the respective term assessment.
(3) Only an annual assessment shall be formed in the course of training under individual curricula of students with special educational needs in the subjects in which the assessment is based on the qualitative grades.
(4) For the results of the training:
in the first grade in all subjects a general annual assessment with a qualitative indicator shall be formed; in II and III grades for each subject an annual assessment with a qualitative indicator shall be formed; From IV to XII grade, an annual assessment with a qualitative and quantitative indicator shall be formed for each subject or module. (5) An annual assessment shall not be given without the minimum number of ongoing examinations for the second academic term. In this case, the student takes an exam to determine a term grade.
(6) No annual grade shall be given in the subject of physical education and sports for students who have been exempted from studying it for health reasons during the two academic terms. In this case, against the subject in the school documentation, "released" is recorded.
(7) The annual assessment of the subject of physical education and sports for pupils exempted for health reasons from its study during one academic term shall be the term assessment for the academic period during which the subject has been studied.
(8) The annual grade of a pupil who has studied in a foreign country, where no term grades are formed, shall be formed on the basis of the current grades in the respective subject, recognized under the conditions and in accordance with the procedure in the receiving school.
Art. 44. (1) The term and annual grades shall be formed in accordance with the ratio defined in the curriculum between the current grades from the oral, written and practical tests, including the class and/or test papers, and the student's participation in the learning process (class work, homework, practical tasks, project work). The annual assessment summarizes the progress and achievements of the students at the end of each school year. exam at the end of the school year, taking into account the average current grade, as well as term grades.
(2) The term and annual grades of students from IV to XII grade shall be formed with an accuracy of an integer.
Art. 45. (1) The teacher shall personally enter the grades assigned by him/her in the respective compulsory school documentation.
(2) The deadlines for entering the grades in the documentation under Para. 1 shall be:
on the day of the test - for the current assessments from the oral and practical tests; within one week after the test – for the current grades from the written tests; on the day of their formation - for the term and for the annual assessments; Art. 46. (1) A final assessment shall be made in the following cases:
completion of primary education; completion of the lower secondary stage of education; completion of the upper secondary stage of education; completion of the second stage of upper secondary education; (2) The grades obtained in the examinations for completion of a grade, stage or degree of education shall also be final.
(3) The final assessments under Para. 1, item 4 may be changed only in accordance with the procedure of the examinations for changing the final grade, and the final marks under Para. 2 may not be amended.
(4) The final grades shall be recorded in the relevant documents for completed stage, for acquired degree of education.
Art. 47. (1) The final grades in each subject upon completion of the primary stage of education shall be the annual grades in the subject studied in IV grade.
(2) When the pupil is released for health reasons from the study of the subject of physical education and sports during both terms of the IV grade, upon completion of primary stage of education, no final grade shall be given in the subject. In this case, against the subject in the compulsory school documentation, "released" is recorded.
(3) The final assessments under Para. 1 shall be recorded in the certificate for primary education, including grades that are poor (2).
Art. 48. (1) The final grades in each subject at the completion of the lower secondary stage shall be formed with an accuracy of 0.01 as arithmetic mean of the annual grades in the subject studied in the classes of the lower secondary stage.
(2) The final grades upon completion of the lower secondary stage in a subject that is studied only in one grade of the lower secondary stage shall be the annual grades in the subject for the respective grade.
(3) A final grade in the subject of physical education and sports shall not be formed in the cases where the student has been released during both terms of all classes of the lower secondary stage and no annual grade has been formed for any of the classes of the stage.
(4) In the cases where an annual grade has not been formed for one or more of the classes at the lower secondary stage, the final grade in the subject of physical education and sports shall:
is the annual assessment of the subject - when the subject has been studied only in one of the classes at the stage; shall be formed with an accuracy of 0.01 as an arithmetic mean of the formed annual grades in the subject for the classes in which it has been studied. (5) Along with the final assessments under Para. 1, the annual grades in the subjects studied in the compulsory and elective classes of the school curriculum in grades V, VI and VII shall also be entered in the certificate for completion of lower secondary stage.
Art. 49. (1) The final grades in each subject upon completion of the upper secondary stage of education shall be formed with an accuracy of 0.01 as arithmetic average of the annual grades in the subject studied in the classes of the upper secondary stage of education.
(2) The final grades at the completion of the upper secondary stage of education in each subject, which is studied only in one grade of the upper secondary stage, shall be the annual grades for the respective grade.
(3) The final grades upon completion of the upper secondary stage of education in the subjects that are studied only in one grade of the upper secondary stage shall be the annual grades for the respective grade.
(4) A final grade in the subject of physical education and sports shall not be formed in the cases where the student has been released during both terms of all classes at the upper secondary stage and no annual grade has been formed for any of the classes at the stage.
(5) In the cases where an annual grade has not been formed for one or more classes at the upper secondary stage, the final grade in the subject Physical Education and Sports:
is the annual assessment of the subject - when the subject has been studied only in one of the classes at the stage; shall be formed with an accuracy of 0.01 as an arithmetic mean of the formed annual grades in the subject for the classes in which it has been studied. (6) Along with the final assessments under Para. 1, the annual grades in the subjects studied in the compulsory and elective classes of VIII, IX and X grades shall also be entered in the certificate for the upper secondary stage.
(7) Along with the final assessments under Para. 1 in the diploma of upper secondary education shall be entered in points and in grades with an accuracy of 0.01 and the results of the successfully passed state matriculation examinations under Art. 134 and Art. 135 of the Preschool and School Education Law.
(8) The results of the state matriculation examinations under Para. 5 at the request of the high school student can be transformed into grades on the ECTS grading scale and enrolled in the European supplement to the diploma for general secondary education.
(9) In the cases under Para. 6, the results of the state matriculation examinations shall be transformed according to the ECTS grading scale, as follows:
grade A shall be given with an excellent result of 6.00 ; Grade B shall be given with an excellent result of 5.50 – 5.99 ; Grade C is given with a result of very good 4.50 – 5.49 ; Grade D is given with a good score of 3.50 – 4.49 ; Grade E is given with an average score of 3.00 – 3.49 . Art. 50. The overall grade in the diploma for general secondary education shall be formed as an arithmetic average grade with an accuracy of 0.01 of the arithmetic average grades entered as final grades in the subjects studied in the compulsory classes and of the arithmetic average grades entered as final grades in the subjects studied in the elective classes.
Section X
Exams in the process of school education
Art. 51. (1) The equivalence examinations shall be conducted:
when a student is transferred from VIII to XII grade, including to a class of the same school or to another school, when the school curricula differ; for a pupil who has completed a certain period or grade of school education, a stage of education or has acquired primary education or professional qualification in a school of a foreign country. Art. 52. (1) The examinations for change of grade in a subject or module shall be:
examinations for reevaluation; examinations for change of annual grade - for VII grade, for XI grade and for XII grade; examinations for changing the final grade upon completion of the upper secondary and second stage of secondary education; Art. 53. (1) Examinations for reevaluation shall be taken by students when their annual grade in any of the subjects studied in the compulsory or elective school hours is weak (2).
(2) Examinations for reevaluation shall not be taken by students who are enrolled in grades I to IV in full-time and individual form of education and their age is appropriate for this grade or exceeds it, but not by more than three years.
(3) For the students under Para. 2, who are trained in a full-time school day and individual form and have not mastered the competencies set out in the curriculum for I, II or III grade, or have an annual grade of poor (2) in any of the subjects studied in the compulsory or elective classes of the school curriculum in IV grade, additional training shall be organized during the summer vacation under conditions and in accordance with the procedure, defined in the State Educational Standard for Inclusive Education.
(4) The examinations for reevaluation shall be taken on the curriculum included in the curriculum for the respective subject or module for the respective grade and for the respective type of training.
(5) The examinations for reevaluation shall be organized in regular and additional sessions.
(6) The regular examinations for reevaluation sessions shall be two and shall be held up to two weeks after the end of the classes and up to two weeks before the beginning of the school year in accordance with the procedure determined by an order of the school principal.
(7) The regular examinations for reevaluation sessions for the students from XII grade shall be two and shall be held up to two weeks after the end of the classes and up to one month before the beginning of the school year in accordance with the procedure determined by an order of the Head of school.
(8) Students who, for health reasons, certified by a medical document, have not taken the examinations for reevaluation at the regular sessions, may take an additional reevaluation exam in accordance with the procedure determined by an order of the Head of school, but not later than October 10th .
(9) Students from XII grade, who have a grade of poor (2) in subjects studied in the compulsory or elective school hours, at the regular reevaluation sessions and/or at the additional reevaluation session under Para. 5 or have not taken the examinations for reevaluation, may take the reevaluation examinations and the additional reevaluation session, in accordance with the procedure determined by an order of the Head of school.
Art. 54. (1) The examinations for change of annual grade shall be held after the completion of the classes for grade VII or grade XII respectively.
(2) The examination for change of the annual grade in a subject or module shall be taken on the curriculum included in the curriculum for the respective subject or module for the respective grade.
(3) For taking an examination for changing the annual grade, the student shall submit an application to the Head of school, by which he/she waives his/her annual grade, formed according to the procedure of Section VIII of the Regulations listed in the current document.
(4) Students shall have the right to take an exam once for changing the annual grade.
(5) Each student shall have the right to take an examination for change of annual grade in no more than three subjects in total, studied in the compulsory and/or elective classes.
Art. 55. (1) The examinations for changing the final grade upon completion of the second stage of upper secondary stage of education shall be held after the completion of the classes for XII grade, respectively.
(2) The examination for changing the final grade in a subject or module shall be taken on the curriculum included in the curricula for the respective subject or module for the respective grades of the stage.
(3) For taking an exam for changing the annual grade and for changing the final grade, the student shall submit an application to the Head of school, by which he/she waives his/her final grade, formed in accordance with the procedure specified above.
(4) Students shall have the right to take an exam once for changing the final grade.
(5) Each student shall have the right to take an examination for changing the final grade in no more than three subjects in total, studied in the compulsory and/or elective classes.
(6) For the change of the final grade in a subject, which is studied only in one grade of the second stage of upper secondary stage of education, only an examination for changing the annual grade shall be allowed.
Art. 56. (1) Examinations for determining a term grade in a subject or module shall be taken by:
full-time students, whose absences from classes exceed 30% of the school hours in a particular subject or module, provided for in the school curriculum for the respective class during the school term, which does not allow a term assessment to be given due to the impossibility of conducting the minimum number of ongoing tests in compliance with the principle of rhythm; students in an individual form of education; (2) The examination for determining a term grade shall be taken on the educational content included in the curriculum for the respective subject or module, studied during the respective academic term and for the respective type of preparation.
Art. 57. (1) Examinations for determining an annual grade in a subject or module shall be taken when students do not have an annual grade in a subject.
(2) The examination for determining an annual grade or for changing an annual grade shall be taken on the curriculum included in the curriculum for the respective subject or module for the respective grade and for the respective type of training.
Art. 58. (1) The grade obtained in an examination for determining an annual grade may not be changed.
(2) When the grade obtained in an examination is weak (2), the student shall take a reevaluation examination.
Art. 59. (1) The examinations in the process of training shall be conducted by:
a school committee for the organization of the examination; school evaluation committee; (2) The composition of the commission under Para. 1, item 1, persons possessing teaching capacity and qualification in the subject in which the examination is conducted may not be included.
(3) The composition of the commission under Para. 1, item 2 shall include persons who hold a teaching position in the same or in another school in the subject in which the examination is conducted.
(4) The commissions under Para. 1, item 2 shall consist of at least two members, one of whom shall be the Chairman.
(5) For conducting the examinations for changing the grade, the Head of school shall issue an order for determining the commissions under Para. 1.
(6) In the order under Para. 5 for each exam shall be determined the date of conduct, the starting time, the composition of each committee, the deadline for preparation of the exam materials, the time and place for checking the exam papers, the term and place for announcing the results of the examination.
(7) A notice of the date, place and start time of the exam, as well as of the time and place for announcing the results shall be placed in a publicly accessible place at the school no later than three days before the date of the examination.
Art. 60. (1) According to their form, the examinations in the process of school education shall be:
written; practically; a combination of written and oral parts; a combination of written and practical parts; oral – for the module "Oral communication" from the profiling subject (2) The examinations in the process of training shall be written.
(3) The examinations in the process of training shall be practical in the following subjects:
physical education and sports; music – for II-IV grade; Fine Arts – for II-IV grades; Technology and Entrepreneurship – II-IV grade; educational, laboratory and production practice; technical drawing and other subjects of professional preparation, in which the current examinations are practical. (3) The examinations in the process of training shall be a combination of written and oral part in the subjects:
Bulgarian language and literature – for II-IV grade; foreign languages. (4) The examinations in the process of education shall be a combination of written and practical part in the subjects of music, fine arts and technologies and entrepreneurship, informatics and information technologies.
Art. 61. (1) The duration of the examinations in the process of training shall be:
for the grades from primary stage: a) one astronomical hour - in cases where the examination is written or practical; b) one astronomical hour, of which up to 20 minutes - for the oral part in cases where the examination is a combination of written and oral part; for the classes of the lower secondary stage: a) two astronomical hours - in cases where the examination is written or practical; b) two astronomical hours, of which up to 30 minutes - for the oral part in cases where the examination is a combination of written and oral parts; c) two astronomical hours, of which up to 45 minutes - for the written part in cases where the examination includes a written and practical part; for the classes of lower and upper secondary stages: a) three astronomical hours - in cases where the examination is written; b) three astronomical hours, of which up to 30 minutes - for the oral part in cases where the examination is a combination of written and oral parts; c) up to five astronomical hours - in cases where the examination is practical; d) three astronomical hours, of which up to 60 minutes - for the written part in cases where the examination includes a written and practical part; e) 40 minutes for each of the modules of the profiled subject, except for the module "Oral Communication", which is up to 20 minutes. (2) Students with SEN who cannot take written and/or practical examinations shall take only oral examinations in the learning process.
Art. 62. (1) The grade from the examinations in the process of education shall be formed as an arithmetic average from the grades of the members of the school evaluation committee with an accuracy of:
unit – for the equivalence examinations, as a result of which an annual grade is given, for the examinations for changing the annual grade and for the examinations for determining the annual grade; 0.01 - for the equivalence examinations, as a result of which a grade is given for a stage of the level of education, for the examinations for changing the final grade and for the examinations for determining the final grade. (2) The grade from the examinations in the process of learning, which are conducted as a combination of written and oral parts or of written and practical parts, shall be the arithmetic average of the marks assigned for each part, with an accuracy that shall be determined according to the procedure of Para. 1.
(3) The grade from the examinations in the learning process, which are conducted as a combination of written and oral parts or from the written and practical parts, shall be poor (2), when any of the grades in the individual parts is poor (2). In these cases, the reevaluation examination is taken in both parts. (4) The grade from the exams in the process of training in a profiling subject is poor (2), when the grade in any of the modules is poor (2). In this case, the reevaluation exam is taken only on the relevant module of the profiling subject.
Section XI
National external assessments
Art. 63. (1) National external assessments in the school education system shall be conducted at the end of:
primary stage of education; lower secondary stage of education; upper secondary stage of education; Art. 64. (1) The national external assessments shall include students enrolled in grade IV, VII or X, for the respective school year.
Art. 65. (1) The national external assessments shall be conducted as written examinations, with the exception of:
the "Speaking" part in the national external assessment in a foreign language at the end of the upper secondary stage of education, which is conducted orally; the examinations for pupils with special educational needs who cannot take a written examination. For them, the exams are conducted by a school committee after presenting a medical document issued by the relevant expert medical commission defined in the Health Act. (2) The written examinations under Para. 1 shall be conducted on a computer and/or on paper and the examination papers shall be anonymous.
(3) The written examinations under Para. 1 shall be held together for all students, and in cases where students work on a computer – in an examination period of several days according to a pre-announced schedule for schools.
(4) The examinations in the national external assessments shall be held not earlier than two weeks before the end of the academic term in which the study of the respective subject in the respective academic year ends according to a schedule determined by an order of the Minister of Education and Science.
Art. 66. (1) The national external assessment shall be conducted at the end of IV grade.
(2) In addition to the main objectives, the national external assessment at the end of the primary stage of education shall also aim at measuring the degree of achievement of individual key competences in the field of Bulgarian language and mathematics.
(3) The examinations in the national external assessment under Para. 1 shall be in the subjects Bulgarian language and literature and M athematics and shall be conducted in the form of a test in accordance with the order of the Minister of Education and Science.
(4) The test in Bulgarian language and literature shall include Dictation, text for reading comprehension and tasks to it – with an optional answer and with a free answer.
(5) The mathematics test shall include multiple-choice problems and free-answer tasks.
(6) Students with special educational needs, who are integrated in the schools where education is carried out in IV grade, and are trained according to individual curricula, shall take the examinations under Para. 3 at the discretion of the school personal development support team after discussion with the parents.
(9) The student's grade in each of the examinations under Para. 3 shall be expressed as a percentage of the maximum number of points and shall be recorded in points, which shall be equated to the grades.
Art. 67. (1) The national external assessment shall be conducted at the end of VII grade.
(2) In addition to the main objectives, the national external assessment at the end of the lower secondary stage of education shall also aim at measuring the degree of achievement of individual key competences in the field of Bulgarian language and Mathematics.
(3) The examinations in the national external assessment under Para. 1 shall be in the subjects Bulgarian language and literature and M athematics and shall be conducted in the form of a test.
(4) Apart from the examinations under Para. 3, each pupil may, at his/her own request, also take an examination in the subject of a foreign language , through which the degree of achievement of individual key competencies in the field of the foreign language shall be measured.
(5) Before the beginning of each school year, the Minister of Education and Science may, by an order, determine other subjects other than those specified in Para. 3 and 4, under which a national external assessment shall be conducted under Para. 1. The order shall also determine the format of the test.
(6) The test in Bulgarian language and literature includes multiple-choice tasks, tasks with a short free answer, as well as text creation.
(7) The mathematics test shall include multiple-choice problems and free-answers tasks.
(8) The foreign language test shall include multiple-choice tasks and tasks with a short free answer, as well as text creation.
(9) The national external assessment under Para. 1 shall be conducted in all schools in which education is carried out in VII grade.
(10) Pupils with special educational needs, who are integrated in the schools where education is carried out in VII grade and are trained according to individual curricula, shall take the examinations under Para. 3 at the discretion of the school personal development support team after discussion with the parents.
(11) The student's grade in each of the examinations under Para. 6 and para. 7, as well as at the examination under Para. 8, if passed, shall be expressed as a percentage of the maximum number of points and shall be written in points.
Art. 68. (1) The national external assessment shall be conducted at the end of the training in the respective subject in X grade.
(2) In addition to the main objectives, the national external assessment at the end of the upper secondary stage of education shall also aim at measuring the degree of achievement of individual key competences – in the field of Bulgarian language and reading, Mathematics and Natural sciences, as well as Public and Civil competences.
(3) The examinations in the national external assessment under Para. 1 shall be in the subjects Bulgarian language and literature, M athematics, as well as optionally in natural sciences - P hysics and astronomy, C hemistry and E nvironmental protection, B iology and health education , in social sciences - H istory and C ivilizations, G eography and economics and P hilosophy shall be conducted in the form of a test.
(4) Apart from the examinations under Para. 3, each pupil may also take an examination in the subject of a foreign language - English, French, German, Italian, Spanish, Russian, which measures the degree of achievement of individual key competences in the field of the foreign language, and/or in the subject of I nformation technology , through which the degree of achievement of individual key competences in the field of digital competences is measured.
(5) Before the beginning of each school year, the Minister of Education and Science may, by an order, determine other subjects other than those specified in Para. 3 and 4, under which a national external assessment shall be conducted under Para. 1. The order shall also determine the format of the test.
(6) The test in Bulgarian language and literature shall include multiple-choice tasks, tasks with a short free answer and/or writing a text.
(7) The Mathematics test shall include multiple-choice problems and free-response tasks.
(8) The test in science shall include multiple-choice tasks and free-response tasks.
(9) The social science test shall include multiple-choice tasks and free-response tasks.
(10) The foreign language test includes multiple-choice tasks and tasks with a short free answer, as well as text creation, and for testing competences in the field of speaking – tasks for oral speaking, participating in a dialogue and/or answering a question.
(11) The I nformation technology test shall include multiple-choice and short free answer tasks, as well as a practical task.
(12) The National External Assessment under Para. 1 shall be conducted in all schools where education is carried out in X grade.
(13) Students with special educational needs, who are integrated in the schools where education is carried out in X grade, and are trained according to individual curricula, shall take the examinations under Para. 3 at the discretion of the school personal development support team after discussion with the parents/guardians.
(14) The student's grade in each of the examinations under Para. 6-7, as well as from the examinations under Para. 10 and/or under Para. 11, in case they are passed, shall be marked as a percentage of the maximum number of points and shall be recorded in points.
(15) The assessment of the national external assessment in a foreign language shall be formed as the competences in the field of speaking, which are assessed at school level, participate with 25% of the assessment, and the written examination, which is assessed at regional level, with 75% of the assessment.
Art. 69. (1) The grades from the national external assessment for grade IV shall be recorded in the certificate for primary education.
(2) The grades from the national external assessment for grade VII shall be recorded in the certificate of lower secondary education.
In the subject of a foreign language, in case an exam has been passed, the achieved level is also recorded in accordance with the Common European Framework of Reference for Languages.
(3) The grades from the national external assessment for X grade shall be recorded in the certificate for the upper secondary stage of education. In the subject of Foreign Language, in case an exam has been passed, the level achieved in accordance with the General European Language Standard is also recorded, and in the subject of Information Technology, in case it has been passed, the achieved level in accordance with the European Reference Standard for Digital Competences is also recorded.
(4) The evaluations from each national external evaluation shall be recorded as current evaluations.
Art. 70. (1) The results of each national external assessment shall be analysed at school level.
(2) The documentation related to the organisation and conduct of the national external assessment shall be kept for a period of 5 years, and the final protocols with the examination results shall be kept for a permanent period.
Section XII
Cambridge Checkpoint and Cambridge IGCSE and A level assessments
Art. 71. At the end of IV and VII grades, students take an exam in English, Mathematics and science, and at the end of IX and X grades – in English, Literature, Mathematics, physics, chemistry, biology and other subjects at the discretion of the School. Upon successful performance, they choose profiling subjects according to their individual interests and career goals for A-levels, which they have studied in the last two years.
Section XIII
Completion of grade, stage and level of education
Art. 72. (1) Students who have completed a preparatory group shall be issued a certificate of completed preparatory class, which includes general diagnostic from the class master.
(2) The certificate under Para. 1 shall be registered in the registration book for the issued certificates, signed by the Head of school and stamped with the round stamp of the school.
(3) The certificate under Para. 1 shall be kept by the parent /guardian/ of the child.
(4) A photocopy of the certificate under Para. 1 shall be archived in a binder, which shall be an integral part of the registration book.
(5) For pupils who enter the first grade without a certificate for completed preparatory group, as well as for pupils for whom the certificate for completed preparatory group indicates that they do not have school readiness, the school shall carry out appropriate forms of additional work during the initial stage of primary education, including additional training for mastering the literary Bulgarian language.
Art. 73. (1) A pupil shall successfully complete a class if he/she has annual grades of at least "average (3)" in all subjects or modules provided for in the school curriculum for the respective grade in the compulsory and elective classes.
(2) A student who has successfully completed a certain grade shall continue his/her education in the next grade.
(3) A pupil at the initial stage of primary stage of education shall continue his/her education in the next grade regardless of his/her annual grades in the subjects studied, if he/she is enrolled in a full-time, individual, independent, distance or combined form and his/her age is appropriate for this grade or exceeds it, but by no more than three years.
Art. 74 . (1) A pupil who has an annual grade of "poor (2)" in a subject or module shall take an exam for changing the grade in the subject or module under conditions and in accordance with the procedure determined by the state educational standard for the assessment of the students' learning outcomes.
(2) In the cases under Para. 1 student who has not appeared or has not successfully passed the exam for changing the grade, repeats the class.
Art. 75 . (1) Students from I to III grades inclusive who have not mastered the competencies set out in the curriculum for the respective grade, as well as students from IV grade who have an annual grade of "weak (2)" in a subject, shall not take exams for changing the grade and shall not repeat the grade.
(2) For the students under Para. 1, additional training may be organised during the summer vacation under conditions and in accordance with the procedure determined by an order of the Head of school. If necessary, additional training can continue in the next school year.
(3) The annual grades of the pupil shall be registered in the official book, which shall be certified by the Head of school with the signature and stamp of the school.
Art.76 . A student from XII grade who has an annual grade of "weak (2)" in one or more subjects or modules and has not appeared or has not successfully passed exams for changing the grade, does not repeat the class. He/she can take exams for changing the grade without restrictions on the number of exam sessions under conditions and in accordance with the procedure set by the state educational standard for assessing the learning outcomes of students.
Art. 77. (1) A student with special educational needs shall not repeat the class.
(2) Students who have completed their education in grades I, II and III shall be issued a certificate of completed grade.
(3) Except in the cases under Para. 1 completed training in a certain class, if necessary, shall be certified by a certificate of completed class.
Art. 78. (1) Students who have completed their education in IV grade shall receive a certificate of completion of the primary stage of education.
(2) The certificate under Para. 1 shall be registered in the registration book for the issued certificates for completed primary stage.
(3) The document under Para. 1 shall give the right to continue education in the lower secondary stage of education.
(4) The certificate for completed primary stage shall be kept by the parent/guardian/.
(5) The annual grades of the student shall be entered in the official book, which shall be certified by the Head of school with an electronic signature.
Art. 79 (1) The completion of each class shall be entered into the Shkolo electronic platform.
(2) The annual grades of the student shall be entered in the official book, which shall be certified by the Head of school with an electronic signature.
Art. 80. (1) Students who have successfully completed grade VII shall acquire lower secondary education, which shall be certified by a certificate of completion of lower secondary stage of education. The certificate shall give the right to the student to continue their education in the next stage of education, as well as to continue their education for acquiring professional qualification.
(2) Students with special educational needs who have completed their education in Grade VII shall receive a certificate of completion of Grade VII, which gives them the right to continue their education in Grade VIII and to continue their education for acquiring professional qualification.
(3) The annual grades of the student shall be entered in the official book, which shall be certified by the Head of school with an electronic signature.
(4) The certificate of lower secondary stage of education shall be listed in the official register book for issued documents for completed level of education of St. George International School and Preschool, as well as in the Regional Inspectorate of Education Sofia-city and shall be stamped by the Regional Inspectorate of Education Sofia-city with the official state stamp of the of the Republic of Bulgaria.
Art. 81. (1) Students who have successfully completed X grade shall receive a certificate for completed upper secondary stage of education, which gives them the right to continue their education in the secondary stage of education and training for acquiring professional qualification.
(2) Students with special educational needs who have completed their education in Grade X shall receive a certificate of completion of Grade X, which gives them the right to continue their education in Grade XI and as well as to continue their education for acquiring professional qualification.
Art. 82 .( 1) Students who have successfully completed XII grade have the right to take the state matriculation exams and the state examination for acquiring professional qualification.
Art. 83 . (1) A high school student who has not sat or has not successfully passed some of the exams by choice shall receive a certificate for completion of the second stage of general secondary education, which gives the right to continue their education for acquiring professional qualification. The certificate of completion of the second stage of general secondary education does not give the right to continue education.
Art. 84 . (1) The requirements for the content of the documents for completed grade, stage or degree of education shall be determined by the state educational standard for information and documents.
Art. 85 . (1) The acquisition of secondary education shall be certified by a diploma for secondary education, in which the general assessment shall be entered. The diploma for secondary education is final and gives the right to the student to continue their education or the right to continue their education for acquiring professional qualification.
(2) At his/her own request, the person may receive an European supplement to the certificate of professional qualification and/or an supplement to the diploma for secondary education in a foreign language – English, French or German.
Art. 86. Duplicate of the documents issued by the school for completed grade or level of education shall be issued in accordance with the requirements of Ordinance No. 8/2016. of the Ministry of Education and Science on the information and documents in the system of preschool and school education.
Art. 87. The school issues to the students official notes, references, recommendations and other documents in due order.
Art. 88 . (1) The conditions and procedure for admission and transfer of students from I to XII grade shall be determined by the state educational standard for the organisation of activities in school education.
(2) When transferring, students from I to VII grade inclusive shall not take equivalence examinations.
(3) Upon transfer, students from VIII to XII grade inclusive shall take equivalence examinations, when the school curricula of the receiving school and the school from which the student is transferred are developed on the basis of different framework or standard curricula.
Section XIV
Cognitive books, textbooks and teaching aids
Art. 89 . (1) In
(2) Textbooks and workbooks shall be used in school education.
Art. 90 . (1) Educational books, textbooks and teaching aids shall be consistent with the age characteristics of children and students, as well as encourage independence and thinking.
(2) Educational books, textbooks and educational sets may not contain elements of advertising.
Art. 91 . According to their purpose, the textbooks are for training in:
the subjects of general education; the compulsory modules of the profiled training; the subjects Mother Language, Religion and Choreography; the subjects or modules of the general professional preparation; special subjects for students with sensory impairments. Art. 92 . According to their function, the teaching aids can be a didactic game, an album, a block, a workbook, a textbook, a collection of tasks, with contour maps, with study materials or with educational analyses, a study atlas, a guide for educational practice, a course in theory and/or practice of the profession.
Art. 93. The textbooks and educational kits that are provided for free use to the students are selected by the management of the School.
Chapter Four
PARTICIPANTS IN SCHOOL EDUCATION
Section I
Students
Art. 94. The student has the following rights, which are in accordance with the Constitution of the Republic of Bulgaria, the Charter of the Rights of the Child and Art. 171 of the Law on Preschool and school Education:
to receive information on issues related to education, upbringing, rights and obligations; to be trained and brought up in a healthy, safe and secure environment; to receive timely consultations and materials from teachers about the time of absences due to illness and other valid reasons; to be an active participant in the educational process; to choose between the subjects or modules offered by the school for study in the elective and optional classes; to receive individual consultations according the teachers’ schedule; to be directed, stimulated and supported for the development of his/her capabilities, mental and physical abilities and additional support for personal development; to participate in project activities; to give opinions and suggestions on school activities, including elective and optional classes; through the forms of student self-government, to participate in the discussion in solving issues affecting school life and the school community; to be protected by the school in case of violation of his/her personal dignity and violation of his/her human rights; to receive assistance from the school in expressing its opinion on issues that directly affect it, as well as in participating in the life of the community; to be encouraged with moral and material awards for excellence in educational, extracurricular and extracurricular activities; through his/her parent or his/her legally designated guardian to submit complaints and signals and receive a response to them in accordance with the Procedure for Complaints, Complaints and Signals, approved by an order of the Head of school; in accordance with the procedure determined by the management of the School, to use the school library and a base for the development of their interests and abilities; in the presence of a parent/guardian to participate in resolving issues affecting his/her rights and interests. Art. 95. The student has the following obligations:
to fulfill its obligations defined by the current listed Regulations and the policies of the School; observes and implements the anti-epidemic rules introduced in the School (if any); to preserve the authority of the school and to develop the school traditions; to be prepared for the class and to fulfill the requirements of the teacher during the lesson; comes to school in a neat and clean uniform (and if such is not required – not to appear in an inappropriate or indecent form), the insignia of the school, dark shoes, short or tied hair, trimmed nails without varnish; protect the school property; address the teachers with the respectful form "You" and surname with: Miss, Mr, Mrs, Mr; communicates in English with his/her classmates during all moments and activities outside of school hours; complies with the School Conduct Policy for the respective stage of education; students from XI to XII grade, who bring their own laptops, should use them only for educational purposes and according to the instructions of the teachers; Students from V to X, who receive tablets and a keyboard owned by the School, should use them only for educational purposes and on the territory of the School, according to the instructions of the teachers and the Procedure for their use. It is forbidden to take them out of the School building. to protect the school property, and in case of damage, allowing it to be destroyed or damaged or destruction of a textbook, tablet or object through his fault, the parents/guardians should purchase a new one or fully restore the damage caused to the school property; Art.96. (1) The student shall not have the right to:
to be absent from classes without valid reasons or without the permission of the class teacher or the Head of school; to damage the authority and dignity of the teacher by his/her behavior; to demonstrate disrespectful attitude and rude behavior at school; to interfere with the regular and normal course of the educational process and the organised recreation with his/her actions; humiliate and hurt the emotional state of other students by calling them rude names, insulting them, using language that threatens or stresses, or performing activities that lead to humiliation of another student; teachers and school staff; not to fulfill the requirements of the teacher during class; to use rude language (profanity); to bring into the classroom and use a mobile phone or other electronic devices of his/her own during the lessons, as well as during the entire school day, unless they are provided by the school or are students from XI and XII grades who can use their own laptop; to carry and use toys and objects at school, as well as tools that are not directly related to the needs of the educational process. In case of violation of this rule, the above-mentioned item is confiscated and the parent comes to school to receive it. to demonstrate behavior that discredits the school during extracurricular and extracurricular activities; to come without a uniform or to replace parts of it with other clothes; to participate in gambling games, to smoke (including an electronic cigarette), to use narcotic drugs and alcohol; to destroy the material base of the school. In case of established damage to the school property, the parents/guardians of the student are notified and the damages are restored within seven days. to take pictures with his/her mobile phone (or other devices) and to publish in the electronic media and in social networks photos/videos and information about classmates and teachers without their permission, as well as photos/videos in the building and in the school yard, which undermine the authority of the school as an institution. to bring food to school; to enter the classrooms with external shoes; to provide his/her access card to other persons; To use physical or psychological abuse. (2) After every 3 absences of the student from school, the class master shall notify the head of the respective stage, who shall inform the parent/guardian of the student and discuss with him the possibilities for eliminating the reasons for the absences.
(3) The number of the student's absences shall be recorded in the electronic diary of the class.
(4) A student may be absent from school for valid reasons in the following cases:
for medical reasons, for which a medical document is sent to the school electronically by a doctor or by a dentist; due to participation in other activities outside the school education process, such as competitions, contests, olympiads, festivals, concerts, performances, exhibitions, etc., upon presentation of a document from the sports club in which the student is a member, from the organizers of the activities, from the institution on behalf of which he/she participates in them, and after confirmation by the parent; up to 15 school days in one school year with a motivated application from the parent to the class master, but not more than 5 days at a time; (5) The application under Para. 1, item 3 shall be submitted before the student's absence, and if this is not possible, the parent shall notify the class master on the first day of the student's absence from school. (6) The sanctions under Art. 199, para 1 of the Law on Preschool and school education may also be imposed for absences due to unjustified reasons, as the conditions and procedure for their imposition shall be determined in accordance with the Law on Preschool and school education, the Rules of Procedure of the School and the School Conduct Policy.
(7) The sanctions under Art. 199, para 1 of the Law on Preschool and school education may also be imposed for more than 15 absences for unjustified reasons during the school year.
(8) For 5 absences due to irrelevant reasons, the student may be sanctioned in accordance with Article 199, paragraph 1, item 1 of the Law on preschool and school education.
Art. 97 . (1) For non-fulfillment of the obligations in the Rules of Procedure of the School, after exhaustion of the other mechanisms for influencing the internal motivation and for overcoming the problematic behavior of the students, the following sanctions may be imposed:
negative comment; transfer to another class in the same school; a warning for transfer to another school; 4 a. transfer to another school;
4 b. transfer from full-time to independent form of education.
(2) When the student obstructs the conduct of the educational process, the teacher may dismiss him until the end of the school lesson, and the student stays until the end of this lesson with the school management.
(3) When the student comes to school dressed or with inappropriate attire that is in violation of the school uniform policy, the student receives the uniform or the missing part of it from the school, and the value of the clothing is invoiced to the parents/guardians.
(4) When a pupil attends school in a condition that does not allow him/her to participate in the learning process, he/she shall be dismissed from school until the reasons for his/her dismissal cease to exist.
(5) Immediately after the end of the school lesson under Para. 2 or after the dismissal of the student under Para. 3, activities for motivation and overcoming the problematic behavior shall be undertaken and the parent/guardian shall be notified.
(6) For the student with an imposed sanction, activities for prevention and overcoming of problematic behavior shall also be provided.
Art. 98 . (1) The sanction "transfer to another class in the same school" shall not be applied when this requires a change in the profile.
(2) The sanction "transfer from full-time to independent form of education" shall be applied to students who have reached the age of 16.
(3) The sanctions "transfer to another school" and "transfer from full-time to independent form of education" shall be applied serious or systematic violations.
(4) Sanctions shall not be applied on students when their behavior is the result of a disability or violation of health, specified in medical documents.
Art. 99 . (1) More than one sanction may not be applied for one violation.
(2) The type of sanction shall be determined taking into account the reasons and circumstances for committing the violation, its type and severity, as well as the age and personality characteristics of the student.
(3) The sanctions shall be applied for the entire period of the respective school term - until the end of the school year.
Art. 100 . (1) The sanctions shall be applied by an order of the Head of school upon a reasoned written proposal of the class master.
(2) The measure under Art. 97, para. 3 shall be applied by an order of the Head of school.
Art. 101 . (1) For the initiation of a procedure for applying the sanctions under Art. 98, para. 1, the Head of school shall notify the parent, and in the cases under Art. 98, para. 1, items 3 – 4 "b" – and the relevant territorial structures for child protection.
(2) In the procedure for applying a sanction, the minor student shall be represented by his/her parent or by a person authorized by the parent, and the minor student shall perform all actions personally, but with the consent of his/her parents.
(3) The student shall have the right, prior to the application of the respective sanction, to be heard and/or to explain in written form the facts and circumstances related to the specific violation. The hearing must be carried out in the presence of a psychologist or a pedagogical adviser.
(4) The parent/guardian of the student shall have the right to attend the hearing and to express an opinion, as well as to participate in the procedure for applying the sanction under conditions and in accordance with the procedure established by the State Educational Standard for Inclusive Education.
(5) The specific conditions and procedure for applying the sanctions under Art. 98 shall be determined by the State Educational Standard for Inclusive Education.
Art. 102 . (1) The order for applying the sanction shall be issued within 14 days of the proposal.
(2) In the order under Para. 1 shall indicate the type of sanction, the term and the reasons for its application.
(3) The order shall be notified within three days of its issuance to the student and his/her parent, and the order for applying a sanction "transfer to another school" shall also be communicated to the head of the regional department of education.
(4) The order under Para. 1 may be appealed under the terms and conditions of the Administrative Procedure Code.
Art. 103. The imposed sanctions are reflected in the student's personal educational file.
Art. 104. The sanctions shall be deleted upon the expiry of the period for which they were applied or ahead of schedule in the order in which they were applied.
Art. 105. Students who have actively participated in school life – competitions, contests, olympiads, who have shown excellent results or achieved excellent results in a given scientific, technical, creative, sports activity, during the school year, receive motivational prizes, according to the School's Conduct Policy for the respective stage of education:
a complimentary prize from the teacher, the class master, the Head of primary, Head of secondary or the Head of school– to be entered in the electronic diary of the class; A complimentary certificate /bronze, silver or gold/ – at the suggestion of the class masteror another teacher; An official thank you letter for a positive contribution of the student and his/her parents/guardians.
Section II
Parents/guardians
Art. 106. At the beginning of each school year, a parent association is selected who supports the school management and teachers in the educational process and all forms of extracurricular activities in and outside the school, makes suggestions and gives feedback to the management on past school events, shares opinions on life at school.
Art. 107. (1) The cooperation and interaction between the parents/guardians and the school shall be carried out through individual consultations, parent meetings, trainings, as well as whenever a specific situation or behavior of the student makes it necessary.
(2) A means of permanent communication between the school and the parent shall be the electronic diary.
(3) A means of contact with the student's family may also be the e-mail of one of the parents, as well as the profile of the parent/guardian in the school electronic platform.
(4) The student's absences shall be certified by a medical note or by a notification letter from the parent, submitted within 3 days before the child's absence from school.
Art. 108. Parents/guardians have the right to:
receive quality education and care for the student; receive education of the student, according to the approved program; be informed about the development, behavior and results of the student; receive contact with the team that takes care of the student, as well as access to the building in a way that does not violate the order and organisation of the school, determined by the Rules for access to the building, as well as the Rules for the use of parking, etc.; Art. 109. Parents/guardians shall receive information about:
Curriculum, Rules of Procedure of the School, Rules for access to the building, Rules for the use of parking, normative and internal documents of the school (http://stgeorgeschool.bg/?page_id=9474&lang=bg); Tuition fee and all other fees and expenses accompanying and according the Tuition Contract, as well as the deadlines for their payment; Additional activities and sports; Notification letters; Invitations for upcoming holidays and celebrations; An informative message regarding an infectious disease of a child from the school; Individual letters if necessary regarding their child; Current evaluations, term and annual evaluation; Absences and remarks; Art. 110. Parents/guardians are obliged to:
To provide, within the deadline set by the school, all information that is necessary or may be necessary for the fulfillment of the school's obligations – regarding the health, physiological or other personal characteristics of the student (including individual educational needs, difficulties in the physical, cognitive, linguistic, social, sensory, emotional, creative development of the student in relation to the children of the same age group), requirements and others. In case such information is not provided within the specified period, the school may deny the student access to classes. To maintain regular contact with the people designated for communication and the school management in accordance with the established procedure. To regularly check in the electronic diary the information about the student, the notifications sent by the school regarding the academic progress and the student's behavior, when required. To attend all organised parent meetings, and in case they are invited to individual meetings with the Head of school, the pedagogical team or the school management, in connection with the student's learning and behavior. To assist the school, if necessary, in maintaining order, discipline, the successful learning process and the normal personal development of the student. Before the first day of school (or within another period specified by the school management) or a green school of each school year, in case the student attends, to present to the school a Personal Health Prophylactic Card (PPPK) of the student with immunizations, a medical note stating that the child has not been in contact with infectious patients and a medical document for identified allergies of the student, if any. Not to allow the student to attend classes in case of: 1) Poor health. In this case, the parents/guardians are obliged to immediately notify the school of the nature of the disease, including whether it is a contagious disease, as well as to present a medical document about the disease and the period for home treatment provided for in it. Before returning to school, they must present a medical note from the GP. 2) Presence of parasites. In this case, parents/guardians are obliged to immediately notify the school and present a medical note from the GP before returning to school. Not to allow the student to carry and/or bring into the school items, objects, substances, prohibited substances and others that are or may potentially be dangerous to the health and/or safety of other students or school staff. Not to allow the student to be absent from classes for irrelevant reasons, as well as to take measures when the school notifies of problems with the student's learning and behavior during the educational process, stay in the school, organized excursions, green and white schools, etc. Notify the school in written form in case of any change in the student's family or condition; To comply with the regulations of the listed in the current Regulations, to ensure that the student complies with them, including all normative and internal documents of the school (http://stgeorgeschool.bg/?page_id=9474&lang=bg), as well as not to commit actions that damage the reputation of the school and/or teachers, students and administrative staff. To sign a declaration of consent or disagreement upon each departure of the student from the school in connection with the events organised by the school. At the beginning of each school year, sign and submit a Declaration of the student's health status, which describes in detail all health problems of the student, if any, as well as any other declarations required by the school. Any change in the student's state of health should be immediately notified in written form to the school, which, in case of untimely reporting, is not responsible for the student's state of health. To support the school in its efforts to achieve its educational and behaviour goals. To contribute to the good image and preserve the traditions of the school. To discuss and try to solve all problems related to the student or the learning process, together with the person designated for communication and the Head of school. To provide the necessary items from the student's uniform and send the student to school in a clean and neat form, according to the School Uniform Policy. To comply with all terms of the Tuition Contract concluded with the school in connection with the provision of quality education, the organisation and administration of the compulsory and elective curriculum and others after the end of the school day. To pay the Tuition fee and all other fees and expenses in connection with the organisation and administration of the educational process under the conditions and within the deadline specified in the Payment Plan and/or invoices or electronic correspondence, fees for Activities of interest and others. To provide the necessary conditions and technical means for the implementation of learning in an electronic environment in compliance with the requirements for safety in an online environment. To keep confidentiality, not to give any public statements and announcements, not to disclose any information that has become known during or on the occasion of the performance of the tuition contract, including information concerning third parties – children studying at the school and their parents/guardians/related persons, in connection with the performance of the Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of people with regard to the processing of personal data. Notify the school in case of any changes in home address, telephone, e-mail address, etc.
Section III
Teachers, Head of school, Deputy, Other Pedagogical Specialists, Medical Staff
Art. 111 . (1) The teachers, the Head of school, the deputy, the class masters, the Head of Primary stage and the Head of secondary stage who are part of the teaching team, the speech therapist, the psychologist, the sport coaches shall be pedagogical specialists.
(2) Pedagogical specialists shall be people who perform the following functions:
related to education, upbringing and socialization, as well as to the support for personal development of children and students in the school. in the management of the institution, if they have acquired higher education in the relevant professional field according to the Classification of Areas of Higher Education and Professional Fields and professional qualification necessary for the performance of the respective position. (3) A person who:
has been convicted of an intentional crime of a general nature, regardless of rehabilitation; does not have the right to practice the teaching profession; suffers from diseases and medical conditions that threaten the life and health of children and students, determined by an ordinance issued by the Minister of Health in coordination with the Minister of Education and Science. (4) In the event of a circumstance under Para. 3, the employment relationship with the pedagogical specialist shall be terminated under the terms and conditions of the Labour Code.
(5) The provisions of Para. 3 and 4 shall also apply to the occupation of all other positions in the School.
Art. 112. (1) The necessary competencies as a set of knowledge, skills and attitudes by levels of career development for each type of pedagogical specialist shall be determined in a professional profile.
(2) The professional profile and the results achieved in the training of their students shall be the basis for determining priorities for professional improvement, as well as for supporting the self-assessment and attestation of pedagogical specialists.
Art. 113. The teacher organizes and conducts the educational process in the respective subject, checks and evaluates the knowledge, skills and competencies of the students, assists in the full integration of the students in school and social activities.
Art. 114. The teacher shall have the right to:
receive respectful treatment from students, school management and parents/guardians; express an opinion and give suggestions to the management regarding the activities of the school; receive information about the opportunities for improving his/her professional qualification; receive materials ensuring the effective performance of his/her duties; work in a clean and healthy environment; choose and apply various methods, means, techniques for effective conduct of the educational process; protect his/her rights as a teacher by the school; to submit complaints and signals to the Head of school or the Governor of the school and to receive an answer to them in accordance with the Procedure for Complaints. Art. 115. The teacher is obliged:
to fulfill his/her duties defined in the Labour Code, in the normative acts in the school education system, the Internal Labour Regulations in the school, the currently listed Regulations and his/her job description; To know and implement all policies and internal regulations of the School; to implement the decisions of his line manager, the Head of school, the recommendations of the authorities, the Regional Education Department, the Ministry of Education and Science and the manager of the company. to protect the life and health of students during the educational process and other activities organised by him/her or by the school; to treat the student with understanding, patience, support, encouragement and love; to analyze the knowledge and skills of the students and contribute to the development of their abilities and talent; to encourage the expression of the personality of the students entrusted to him/her; To support students to meet the challenges in an adequate way; to educate students in compliance with norms and rules of conduct, as any bodily injuries and humiliating methods for controlling the behavior are prohibited; to require students to follow the Behaviour Policy, consistently and carefully paying attention to each negative behaviour of the student, but also explicitly enough; to register the attendance of the students in accordance with the established procedure; to prepare pedagogical observation of a pupil at the request of the management; to hold consultations with the students, according to the schedule; by the end of the working day, enter the topic of the taught material in the diary of the respective class in the electronic platform Shkolo assign individual homework to each student according to the student's level of perception of the material taught and according to the school's homework policy; on the day of the oral examination, to enter in the electronic diary of the class the grade given in the subject, as well as remarks on the discipline, the homework, etc.; to send and hand over the students to the parents/guardians after the end of the classes or after the "Activities of interest"; to fill in the compulsory school documentation after the end of the school term and the school year, in accordance with Ordinance No. 8/2016 on the information and documents for the system of preschool and school education; to strictly observe the rules for the transportation of students, explaining and reminding them daily of the rules of conduct when traveling in the last 5 minutes of the last lesson of the day; to teach and communicate with students in literary Bulgarian language and to monitor its correct use in the children's vocabulary; to improve his/her professional qualification in accordance with the requirements of the employer not less than 48 academic hours for each period of attestation; to come in a suitable appearance for the educational institution; to notify the management of the violation of discipline by the student; to submit at the beginning of the school year to his/her employer a written declaration whether he/she has carried out additional and overtime duties in the School against payment of children and students during the previous school year; To compile a professional portfolio, including developed materials that prove his active participation in the implementation of the school's policy, his professional appearances, his professional development and career growth, as well as the results achieved with children and students. to participate as a supervisor in the conduct of examinations: for external assessment, equivalence examinations of students, diagnostic tests, etc. Art. 116. The teacher shall not have the right to:
to violate the rights of the student and to violate his/her personal dignity; to apply forms of physical and psychological violence against the student; to suspend or release the student from class or extracurricular activities without a reason; to use his/her mobile phone during his/her direct work with the students; to interrupt the classes of another colleague without a valid reason and permission of the Head of school or Governor of the school. Art. 117. Failure to fulfill professional duties, for violation of labor discipline and the provisions of these Regulations, policies and procedures of the school, teachers shall be subject to disciplinary liability and shall be disciplined in accordance with the Labor Code.
Art. 118. The Head of school:
organizes, controls and is responsible for the overall educational activity of the school. together with the Academic supervisor, the Head of Primary Stage of Education and the Head of Secondary Stage of Education, organises the supervision of the lessons and the learning process. observes and applies the state educational standards; provides safe conditions for education, learning and work; reward and sanction students in accordance with the School and Preschool Education Law and the related laws; organises the admission of children and pupils and their education and upbringing in accordance with the state educational standards; sign and stamp the documents for transfer of students, for completed grade, for degree of education; assists the competent authorities in establishing violations of the Law on Preschool and school education; provides conditions for health and prophylactic activities in the school; 10. maintains and updates school policies and procedures related to the school community in a standard that meets the international requirements and the regulations according to the legislation of the Republic of Bulgaria. identify and improve those areas that are necessary to pass an inspection of the school by an international control body with a level of "good" or "exceptional"; Art. 119. (1) The Head of Administration shall assist the Head of school in organising and controlling the educational and administrative activities of the school in accordance with the normative acts in the school education system by:
apply the State Educational Standards (DOS) in the field of school education; organises, controls and is responsible for the administration of the educational process, according to the DOS; be responsible for the observance and application of the legal framework relating to school education; is responsible for the development and implementation within the specified time limit of all internal documents for the institution, in accordance with the DOS and the instructions of the Ministry of Education and Science - regulations, rules, plans, mechanisms, etc.; is responsible for the lawful and effective management of resources, including textbooks and teaching aids, equipment, furniture, etc.; represents the school to administrations, institutions, authorities, organizations and people; concludes contracts with legal entities and individuals on the subject of activity of the school in accordance with the provided authorization; controls and is responsible for the proper keeping, issuance and storage of the documents, in accordance with the DOS for the information and documents in the institution; keep the school stamp; prepares and signs: 1) orders for replacement of pedagogical staff;
2) documents for admission, transfer or departure of students;
3) documents for sanctions and absences of students;
4) sign identity cards, official notes, etc.;
5) orders for organisation and control during the conduct of national external assessment for IV, VII, X and XII grades;
6) the necessary data for the students who receive a certificate of lower secondary education and enters them in the Registration Book for the issued documents for completed basic level of education of the Regional Education Department Sofia-city.
Assists the competent authorities in accordance with the DOS in carrying out inspections and organises and controls the implementation of their recommendations and guidelines. Art. 120. Academic supervisor:
Promotes best practices in teaching; supervise and report to the Head of school for absences and lateness of students. Registers practices, supervises the attendance policy by students; compare the data from the electronic platforms of the school for absences and delays of students, reporting to the school principal for discrepancies in the data of students and the accountability of teachers (if any); monitors and supervises teachers in terms of implementing the school's policies, such as: Homework Policy, Assessment Policy, Curriculum Program, etc., reporting to the Head of school. Get acquainted with the Minutes from the meetings of the senior and head teachers. provides resources and offers qualification to teachers to work with children with special educational needs, as well as the gifted and talented. In this regard, he collaborates with all head and senior teachers in the school, psychologists, resource teachers and others. monitor the progress of all students and deviations from the set standards for academic achievement, reporting to the school principal thereon; regularly conducts observations of the lessons; Encourages cooperation between teachers, head teachers and senior teachers; assists in the organization and conduct of the reports to the parents/guardians on the progress of the students within the specified deadlines at the beginning of the school year, the end of the first term and the end of the second term; monitors and controls the accountability of teachers for the progress of students in the relevant platforms by all specified deadlines. Reports to the Head of school for compliance with the given deadlines; Ensures that teachers always provide feedback to students on their homework and that teachers implement the homework policy, including frequency and deadlines; controls and reports on the implementation of the educational processes in the school in accordance with standards and deadlines set by the Head of school, which includes: - Long-term planning
- Medium-term planning
- Short-term planning
Art. 121 . The Head of Primary Stage and The Head of Secondary Stage supervise the application and implementation of the Law on Education and the State Educational Standards, each of them:
organizes the implementation of the curricula and programs and controls their observance; 2. controls the organization of educational activities; organizes the conduct of examinations; supervise and control the behavior of students at any time during the learning process; participates in the organization of the meetings of the Pedagogical Council; control the documentation in which the current results of the students are registered; monitors the strict observance of all policies and procedures in the school by the pedagogical staff of the respective stage of education; control the activities of senior teachers in subjects and teachers; control the processes so that each student receives care appropriate to his needs, age and abilities; performs the following consultative activity: Individual or group counseling of teachers from the relevant stage; Conducting conversations with children if necessary; Conducting written and oral communication with parents/guardians in connection with the development of the student; hold regular meetings with teachers and acquaint them with the decisions taken; plan the interaction with teachers, students, parents and specialists in their field; plan and carry out observations regarding activities related to the development of students; has decision-making abilities in the context of inclusive education; assists the Head of school in the implementation of the Algorithm approved by the Minister of Education and Science for the implementation of the Mechanism for Combating School Bullying between Children and Students and his/her respective school documents. Art. 122. A teacher who is a coordinator of a subject shall be directly subordinate to a supervisor at the relevant stage of training and shall have the following functions:
coordinates and controls the normative compliance of the annual thematic distributions of teachers in the respective field according to the DOS for general education; plans the activities of the respective department and holds regular meetings; consults teachers on methodological issues; monitors the activities of teachers and makes proposals for improving their professional qualification. Art. 123. (1) The class teacher shall organise and conduct classes, extracurricular activities with students and keep the mandatory documentation for the respective class and portfolio of each student from the class entrusted to him/her, work together with resource teachers to provide materials for children with special educational needs or gifted children.
(2) Monitors the condition and development of the students in the class and in case of noticing atypical and negative manifestations, notifies the head teacher at the appropriate stage.
Art. 124 . (1) The teachers on duty shall be obliged to:
comply with the duty schedule approved by the Head of administration; monitor the protection of the school property and in case of noticed irregularities, notify the Security and Security Manager or the Head of School. In case of non-compliance with this requirement they are responsible as the perpetrator. monitor the preservation of order and discipline during breaks, do not allow making noise and running in the corridors; promptly inform the Head of Primary Stage, respectively the Head of Secondary stage and the Head of school about incidents with students, teachers and external persons; control the timely entry into class and compliance with the schedule of school hours; if necessary, to leave the place of his/her duty for objective reasons, to provide his/her deputy (colleague); do not allow the bringing of food (food products) into the school (in classrooms, corridors and lobbies); Art. 125. (1) The Pedagogical Council of the school shall be a specialized body for consideration and resolution of basic pedagogical issues.
(2) The Pedagogical Council shall work according to a pre-approved annual plan and shall be convened at least once every two months by the Director. Decisions shall be adopted by a simple majority in the presence of not less than 2/3 of its numerical composition.
(3) It shall include in its composition a director (chairman of the pedagogical council), teachers, a librarian and other specialists with pedagogical functions.
(4) The following may participate in the composition of the Pedagogical Council with the right of advisory vote: the manager of St. George EOOD or his representative, Deputy Director of Administrative Activities and others.
(4) Minutes shall be kept for each meeting of the Pedagogical Council.
Art. 126. The Safeguarding Officer is the school principal, with the following duties and responsibilities:
annually undergoes certification in the field of child security and protection, in accordance with the best international practices. work with the Head Teachers and all management officials to ensure that all school policies for protective measures are up-to-date and meet and exceed minimum standards required by the regulations in the Republic of Bulgaria. respond effectively and immediately to child protection/safety concerns raised by staff or students or brought to the attention by other means. actively raises awareness of the issues of protective measures/child protection of all employees. Ensure that all school staff are aware of school protection policies, that they are appropriately trained to recognise and deal with child protection/protection issues. ensure the timely introduction of new school employees with regard to the safety of students. monitor the keeping, confidentiality and storage of documentation regarding the protection of the child. keep the parents informed of the actions that are taken within the framework of these procedures in relation to their child. However, there may be circumstances in which the designated person, if not the Principal, will need to consult the Head of school before discussing details with the parents. when necessary, participate in conferences for child protection or other necessary for the performance of the position. plans, organizes and manages the process of diagnosing a case, if necessary or upon a specific request. Knows the influence of socio-cultural, economic, social and demographic factors on the educational process and has skills to work taking into account the specific needs of children and students. has knowledge in the field of risk behavior, skills for their identification and attitudes for preventive work or therapy. organizes the development of simulation programs and monitors the implementation of individual and group trainings, as well as alternative sources of support. Art. 127. (1) The psychologist shall have the following obligations:
Works to find the best solution for each student. prepares an annual work plan for the psychologist; prepares an individual work plan for each student with whom he works, as well as a periodic report on the implementation of the set goals; participates in the coordinating team for general and additional support of children and students Uses a variety of strategies and works effectively with the family or with institutions to meet the individual needs of each child. The competence of the school psychologist includes knowledge and skills for practical work with children, teachers, parents, other representatives of the community in the following areas: 1. Diagnostic activity and decision-making. The school psychologist assesses mental development and conducts diagnostic tests to identify the child's strengths, weaknesses, opportunities, and problems. Plans and implements, in collaboration with teachers and other professionals; programs to achieve optimal learning outcomes. Presents the results of the assessment in empirically based solutions and recommendations for practice. Communicates the results of psychological assessments to teachers and other professionals responsible for the child, in a way that allows understanding and meeting the child's learning difficulties and relationships with adults and peers. If necessary, recommends notifying the authorized authorities and directing children for additional examination in specialized institutions (clinics, mental health centers, children's consultation rooms, etc.) to provide psychological, medical and social services to the needs of the child and the family. 2. Consulting. The school psychologist has knowledge of different models and methods of counseling, as well as skills to apply them in different situations. Collaborates with teachers in planning and decision-making. 3. Assists the principal in implementing the algorithm approved by the Minister of Education and Science for the implementation of the Mechanism for Combating School Bullying between Children and Students and his/her respective school documents. Art. 128. (1) The resource teacher/speech therapist shall:
selects and plans appropriate methods, tools, materials and educational tools for the implementation of its activities on integration and individual work with children with special needs; prepares an annual work plan for the resource teacher; prepares an individual work plan for each student with whom he works, as well as a periodic report on the implementation of the set goals; participates in the development of school curricula; plan the interaction with teachers, students, parents and specialists in his/her field; participates in the planning of the necessary resources and the material and technical base; plan the activities related to his/her professional qualification, professional improvement and development. Art. 129. (1) The librarian shall be a direct participant in the educational work and shall assist teachers and students with the provision of specialized, scientific and fiction literature, teaching aids, etc.
(2) The rights and obligations of the librarian shall be regulated in his/her job description.
Art. 130. (1) The nurse shall be directly subordinate to the Head of administration and shall have the following duties:
monitor compliance with the established rules for safety and medical care; monitors the hygienic requirements for working with students, as well as the anti-epidemiological measures introduced; carry out the effectively planned sanitary, hygienic, prophylactic and other procedures; performs a daily filter of the students; strictly implements the measures taken against the spread of Covid-19; take the necessary measures to stop the contact of the pupils with a child whose health condition poses a danger to the health of the other children; monitors compliance with the deadlines set by the planned schedule and the established program for health procedures; participates in the preparation of the monthly menu; provide daily the necessary information for the menu in accordance with the requirements of the Regional Health Inspectorate and provide 48-hour, respectively 72-hour samples of food; control the normal course of the students' daily routine (nutrition, rest, safety of the activities and games, etc.); participates in the inspections of the Hygiene Commission; Take care to comply with the explicit instructions regarding the use of received medicines and personal consumables: dosage method; frequency and method of administration; storage in a suitable place; use - only by prescription; children are not allowed access to them; Economical spending is monitored. (2) In case of need for new medicines and consumables, prepare a list in a timely manner, which shall be submitted to the manager for assessment and implementation. It should be noted those of basic necessity.
(3) Monitor and timely get acquainted with the innovations in the field of health prevention and treatment;
(4) The nurse shall take care of the maintenance of the first-aid kits on the floors with medicines in the expiration date and instructing the teachers how to use them in case of emergency.
(5) Communicates with the parents/guardians in relation to the health status of the children;
Art. 131 . (1) The administrative and service staff of the School shall assist in the normal functioning of the School and the maintenance of the material and technical base. The structure, staff and staff in them are determined by the manager.
(2) The employees in the administrative and service personnel shall be subordinate to the Manager.
(3) The specific duties and rights of the members of the administrative and service staff shall be determined in the respective job descriptions, approved by the manager.

1 .
